This PR adds regression tests for SYSTEMDS-3898 to validate quantile behavior
on even-length, unweighted inputs.
The tests ensure that quantile(X, 0.5) matches median(X) and follows R
semantics, including column-wise and multi-probability quantile calls.
No runtime or kernel changes are included.
